(一)指导思想。以(yi)习(xi)近平新(xin)时代中(zhong)国(guo)(guo)特色社会主义思想为指导,全(quan)面(mian)贯彻落实党的(de)十(shi)九大(da)和(he)(he)十(shi)九届(jie)历次(ci)全(quan)会精(jing)神,按照党中(zhong)央、国(guo)(guo)务(wu)院(yuan)决策部署,立(li)足新(xin)发(fa)展(zhan)(zhan)阶段,完整、准(zhun)确、全(quan)面(mian)贯彻新(xin)发(fa)展(zhan)(zhan)理念,构(gou)建(jian)新(xin)发(fa)展(zhan)(zhan)格(ge)局(ju),加(jia)快转变(bian)政(zheng)府职能、深化(hua)“放管服”改革、持续优化(hua)营商环境,加(jia)强(qiang)跨层(ceng)级、跨地域、跨系统、跨部门、跨业务(wu)协同(tong)管理和(he)(he)服务(wu),充分发(fa)挥全(quan)国(guo꧙)(guo)一(yi)体化(hua)政(zheng)务(wu)服务(wu)平台“一(yi)网通(tong)办”支撑作用,进(jin)一(yi)步(bu)推进(jin)政(zheng)务(wu)服务(wu)运行标准(zhun)化(hua)、服务(wu)供(gong)(gong)给规范化(hua)、企业和(he)(he)群众办事便利化(hua),有(you)效服务(wu)生产要素自由流动和(he)(he)畅通(tong)国(guo)(guo)民(min)经(jing)济循环,更好(hao)满足人民(min)日益增长(zhang)的(de)美好(hao)生活需(xu)要,为推动高质量发(fa)展(zhan)(zhan)、创(chuang)造高品质生活、推进(jin)国(guo)(guo)家治理体系和(he)(he)治理能力现代化(hua)提供(gong)(gong)有(you)力支撑。

(二)基本原则。

坚持党的领导。在党中(zhong)(zhong)央(yang)(yang)集(ji)中(zhong)(zhong)统一(yi)领导下,把党的领导贯(guan)穿优(you)化政务(wu)服(fu)务(wu)的全过程(cheng)和(he)各方面(🍸mian),深(shen)入贯(guan)彻党中(zhong)(zhong)央(yang)(yang)、国务(wu)院(yuan)关于优(you)化政务(wu)服(fu)务(wu)的决策部(bu)署,不(bu)断提(ti)升政务(wu)服(fu)务(wu)标准化、规范化、便利化水(shui)平。

坚持以人民为中心。聚焦企(qi)业和群(qun)众反映强(qiang)烈(lie)的(de)办事堵点难点问题,完善落实有关标(biao)准(zhun)☂和政策措(cuo)施(shi),着(zhe)力破解关键掣肘和体制机制障碍,提(ti)供(gong)更加(jia)优质高☂效(xiao)的(de)政务服务。

坚持系统观念。加强(qiang)整体谋划(hua),强(qiang)化政(zheng)务(wu)服(fu)务(wu)一体化建设,分级负责(ze)、协同联动(dong),统筹(chou)线上线下(xia)政(zheng)务(wu)服(fu)🐠务(wu)🌱资源(yuan),推动(dong)政(zheng)务(wu)服(fu)务(wu)与事前事中事后监(jian)管有机衔接,构(gou)建高效(xiao)运行的(de)政(zheng)务(wu)服(fu)务(wu)体系。

坚持公平可及。坚持传统服(fu)务(wu)(wu)(wu)(wu)方式与智能化(hua)服(fu)务(wu)(wu)(wu)(wu)创新并行(xing),为老年人、残疾人等特殊群体(ti)提供(gong)多元化(hua)、个(ge)性化(hua)、贴心暖心的高(gao)质量服(fu🤡)务(wu)(wu)(wu)(wu)。不断(duan)提升基(ji)层、边远和(he)欠发(fa)达地区政务(wu)(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)(wu)能力(li),推动政务(wu)(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)(wu)区域间(jian)均(jun)衡发(fa)展。

(三)总体目标。2022年底(di)前,国(guo)(guo)家(jia)、省、市、县、乡(xiang)五(wu)级政务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)能(neng)力(li)和水平(ping)显(xian)著提升(sheng);国(guo)(guo)家(jia)政务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)事(shi)(shi)项基本目录统一编制、联合(he)(he)审核、动态管理(li)(li)(li)、全(quan)(quan)面(mian)实(shi)施(shi)机制基本建立;政务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)中心综合(he)(he)窗(chuang)口全(quan)(quan)覆盖(gai),全(quan)(quan)国(guo)(guo)一体化(hua)政务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)平(ping)台全(quan)(quan)面(mian)建成,“一网通(tong)办(ban)(ban)”服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)能(neng)力(li)显(xian)著增强,企(qi)业和群众经常(chang)办(ban)(ban)理(li)(li)(li)的政务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)事(shi)(shi)项实(shi)现“跨省通(tong)办(ban)(ban)”。2025年底(di)前,🧸政务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)标(biao)准(zhun)(zhun)化(hua)、规(gui)范化(hua)、便利化(hua)水平(ping)大幅(fu)提升(sheng),高频(pin)政务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)事(shi)(shi)项实(shi)现全(quan)(quan)国(guo)(guo)无差(cha)别受理(li)(li)(li)、同标(biao)准(zhun)(zhun)办(ban)(ban)理(li)(li)(li);高频(pin)电子证照实(shi)现全(quan)(quan)国(guo)(guo)互通(tong)互认(ren),“免证办(ban)(ban)”全(quan)(quan)面(mian)推行;集(ji)约化(hua)办(ban)(ban)事(shi)(shi)、智慧化(hua)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)实(shi)现新的突破,“网上办(ban)(ban)、掌(zhang)上办(ban)(ban)、就近办(ban)(ban)、一次办(ban)(ban)”更加好办(ban)(ban)易(yi)办(ban)(ban),政务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)线上线下深度融(rong)合(he)(he)、协调发展,方便快捷、公(gong)平(ping)普惠、优(you)质(zhi)高效的政务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)体系全(quan)(quan)面(mian)建成。

二、推进政务服务标准化

(一)推进政务服务事项标准化。

明确政务服务事项范围。政(zheng)(zheng)务服(fu)(fu)(fu)务事(shi)(shi)项(xiang)(xiang)(xiang)包(bao)括依申(shen)请(qing)办理(li)的行(xing)(xing)(xing)政(zheng)(zheng)权力事(shi)(shi)项(xiang)(xiang)(xiang)和公共(gong)(gong)服(fu)(fu)(fu)务事(shi)(shi)项(xiang)(xiang)(xiang)。所涉(she)及的行(xing)(xing)(xing)政(zheng)(zheng)权力事(shi)(shi)项(xiang)(xiang)(xiang)包(bao)括行(xing)(xing)(xing)政(zheng)(zheng)许(xu)可、行(xing)(xing)(xing)政(zheng)(zheng)确(que)认、行(xing)(xing)(xing)政(zheng)(zheng)裁(cai)决、行(xing)(xing)(xing)政(zheng)(zheng)给付、行(xing)(xing)(xing)政(zheng)(zheng)奖励♐、行(xing)(xing)(xing)政(zheng)(zheng)备案及其(qi)他行(xing)(xing)(xing)政(zheng)(zheng)权力事(shi)(shi)项(xiang)(xiang)(xiang)。公共(gong)(gong)教(jiao)育(yu)、劳(lao)动就业、社会(hui)保(bao)险、医疗(liao)卫生(sheng)、养老(lao)服(fu)(fu)(fu)务、社会(hui)服(fu)(fu)(fu)务、住(zhu)房保(bao)障、文化体(ti)育(yu)、残疾人服(fu)(fu)(fu)务等领域依申(shen)请(qing)办理(li)的公共(gong)(gong)服(fu)(fu)(fu)务事(shi)(shi)项(xiang)(xiang)(xiang)全部(bu)纳(na)ꦜ入(ru)政(zheng)(zheng)务服(fu)(fu)(fu)务事(shi)(shi)项(xiang)(xiang)(xiang)范围(wei)。

建立国家政务服务事项基本目录审核制度。国(guo)务(wu)院有关部门负责(ze)(ze)编制和(he)修订(ding)主管(guan)行业(ye)领域的(de)(de)政(zheng)(zheng)务(wu)服(fu)务(wu)事项(xiang)(xiang)(xiang)基(ji)本(ben)(ben)(ben)目录(lu),包括中央(yang)层面(mian)实(shi)施(shi)的(de)(de)和(he)中央(yang)指定(ding)地(di)(di)方(涵盖(gai)省(sheng)、市(shi)、县、乡)实(shi)施(shi)的(de)(de)政(zheng)(zheng)务(wu)服(fu)务(wu)事项(xiang)(xiang)(xiang)。国(guo)务(wu)院办公厅(ting)负责(ze)(ze)组织(zhi)对政(zheng)(zheng)务(wu)服(fu)务(wu)事项(xiang)(xiang)(xiang)合法性(xing)(xing),基(ji)本(ben)(ben)(ben)目录(lu)及其要素信息的(de)(de)完(wan)整度、准确(que)性(xing)(xing),以(yi)及与权(quan)责(ze)(ze)清单(dan)和(he)行政(zheng)(zheng)许(xu)可事项(xiang)(xiang)(xiang)清单(dan)的(de)(de)一(yi)致(zhi)性(xing)(xing)、与地(di)(di)方政(z🉐heng)(zheng)务(wu)服(fu)务(wu)业(ye)务(wu)开展的(de)(de)适用(yong)性(xing)(xing)等进行联合审核(he),修订(ding)印发(fa)(fa)统一(yi)的(de)(de)国(guo)家(jia)政(zheng)(zheng)务(wu)服(fu)务(wu)事项(xiang)(xiang)(xiang)基(ji)本(ben)(ben)(ben)目录(lu),并在国(guo)家(jia)政(zheng)(zheng)务(wu)服(fu)务(wu)平(ping)台和(he)中国(guo)政(zheng)(zheng)府网(wang)发(fa)(fa)布。各(ge)地(di)(di)区要根(gen)据国(guo)家(jia)政(zheng)(zheng)务(wu)服(fu)务(wu)事项(xiang)(xiang)(xiang)基(ji)本(ben)(ben)(ben)目录(lu)和(he)本(ben)(ben)(ben)地(di)(di)实(shi)际,明确(que)应承接的(de)(de)事项(xiang)(xiang)(xiang),并全(quan)面(mian)梳理(li)依法依规自行设立的(de)(de)事项(xiang)(xiang)(xiang),修订(ding)完(wan)善本(ben)(ben)(ben)地(di)(di)区政(zheng)(zheng)务(wu)服(fu)务(wu)事项(xiang)(xiang)(xiang)基(ji)本(ben)(ben)(ben)目录(lu)。

建立健全政务服务事项动态管理机制。建立健全国家和地方政(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)事(shi)(shi)(shi)项(xiang)(xiang)(xiang)(xiang)管(guan)理和动态调整(zheng)机(ji)制。行业主(zhu)管(guan)部门(men)或政(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)审批(pi)部门(men)要根据业务(wu)(wu)(wu)变化和实(shi)施(shi)情况及时向本(ben)(ben)级(ji)政(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)管(guan)理机(ji)构提出调整(zheng)政(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)事(shi)(shi)(shi)项(xiang)(xiang)(xiang)(xiang)基本(ben)(ben)目(mu)录或实(shi)施(shi)清(qing)单的(de)申请,政(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)管(guan)理机(ji)构负责政(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)事(shi)(shi)(shi)项(xiang)(xiang)(xiang)(xiang)基本(ben)(ben)目(mu)录、实(shi)施(shi)清(qing)单的(de)审核(he)发布。基于国家政(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)平(ping)台事(shi)(shi)(shi)项(xiang)(xiang)(xiang)(xiang)库(ku),汇聚政(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)事(shi)(shi)(shi)项(xiang)(xiang)(xiang)(xiang)基本(ben)(ben)目(mu)录和实(shi)施(shi)清(qing)单,实(shi)现政(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)事(shi)(shi)(shi)项(xiang)(xiang)(xiang)(xiang)数(shu)据同源、动态更新、联动管(guan)理。推动实(shi)现市场准入负面清(qing)单、投资审批(pi)管(guan)理事(shi)(shi)(shi)项(xiang)(xiang)(xiang)(xiang)清(qing)单、工程建设(she)项(xiang)(xཧiang)(xiang)(xiang)目(mu)审批(pi)事(shi)(shi)(shi)项(xiang)(xiang)(xiang)(xiang)清(qing)单等与政(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)事(shi)(shi)(shi)项(xiang)(xiang)(xiang)(xiang)基本(ben)(ben)目(mu)录的(de)同类(lei)事(shi)(shi)(shi)项(xiang)(xiang)(xiang)(xiang)名(ming)称、类(lei)型等要素(su)一致。

(二)推进政务服务事项实施清单标准化。国(guo)务(wu)(wu)院有关部门要(yao)依据(ju)国(guo)家政务(wu)(wu)服(fu)务(wu)(wu)事(shi)(shi)项(xiang)(xiang)(xiang)基(ji)本目(mu)录(lu),明(ming)确(que)(que)主管行业(ye)领(ling)域的政务(wu)(wu)服(fu)务(wu)(wu)事(shi)(shi)项(xiang)(xiang)(xiang)拆分(fen)(fen)标(biao)准,在推(tui)进名称、编码、依据(ju)、类型等(deng)基(ji)本要(yao)素“四级(ji)四同”基(ji)础上,推(tui)动逐步实现同一(yi)政务(wu)(wu)服(fu)务(wu)(wu)事(shi)(shi)项(xiang)(xiang)(xiang)受理(li)条(tiao)件、服(fu)务(wu)(wu)对象、办(ban)(ban)(ban)理(li)流(liu)程(cheng)(cheng)、申请材料(liao)、法定办(ban)(ban)(ban)结时限(xian)、办(ban)(ban)(ban)理(li)结果等(deng)要(yao)素在全(quan)国(guo)范围(wei)内统一(yi),形成政务(wu)(wu)服(fu)务(wu)(wu)事(shi)(shi)项(xiang)(xiang)(xiang)实施清(qing)单(dan)(dan),统筹(chou)制定政务(wu)(wu)服(fu)务(wu)(wu)事(shi)(shi)项(xiang)(xiang)(xiang)“跨省通办(ban)(ban)(ban)”全(quan)程(cheng)(cheng)网(wang)办(ban)(ban)(ban)、异(yi)地(di)代收代办(ban)(ban)(ban)、多(duo)地(di)联办(ban)(ban)(ban)的流(liu)程(cheng)(cheng)规则,明(ming)确(que)(que)收件地(di)和办(ban)(ban)(ban)理(li)地(di)的权(quan)责划(hua)分(fen)(fen)、业(ye)务(wu)(wu)流(liu)转程(cheng)(cheng)序等(deng)内容。各地(di)区要(yao)对依法依规自行设立的地ཧ(di)方政务(wu)(wu)服(fu)务(wu)(wu)事(shi)(shi)项(xiang)(xiang)(xiang)做好实施清(qing)单(dan)(dan)要(yao)素统一(yi)工作。

(三)健全政务服务标准体系。加(jia)强国家(jia)政(zheng)(zheng)务(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)标(biao)准(zhun)(zhun)总体(ti)框架设计,研(yan)究制(zhi)(zhi)定(ding)政(zheng)(zheng)务(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)标(biao)准(zhun)(zhun)化(hua)发展规(gui)划。依托全(quan)国行政(zheng)(zheng)管理(li)和(he)服(fu)务(wu)(wu)(wu)标(biao)准(zhun)(zhun)化(hua)技术委员会,制(zhi)(zhi)定(ding)国家(jia)政(zheng)(zheng)务(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)标(biao)准(zhun)(zhun)化(hua)工作指南和(he)制(zhi)(zhi)修订计划,建(jian)立健全(quan)政(zheng)(zhe🌃ng)务(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)事(shi)项管理(li)、政(zheng)(zheng)务(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)中心建(jian)设、政(zheng)(zheng)务(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)实施、便民热线运行、服(fu)务(wu)(wu)(wu)评估(gu)评价等(deng)标(biao)准(zhun)(zhun)规(gui)范,持续完善全(quan)国一体(ti)化(hua)政(zheng)(zheng)务(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)平台(tai)标(biao)准(zhun)(zhun)规(gui)范体(ti)系。建(jian)立标(biao)准(zhun)(zhun)研(yan)制(zhi)(zhi)、试点验证、审查发布、推广实施、效果评估(gu)和(he)监督保障等(deng)闭环运行机制(zhi)(zhi)。

三、推进政务服务规范化

(一)规范审批服务。

规范审批服务行为。推进(jin)政务(wu)服(fu)务(w♒u)事项依法依规办(ban)(ban)理,严(yan)格按照政务(wu)服(fu)务(wu)事项实施清(qing)单提供办(ban)(ban)事服(fu)务(wu),不得额外增加或变相增加办(ban)(ban)理环节和申(shen)请(qing)材料。严(yan)格执(zhi)行(xing)首问负(fu)责、一次性告知和限(xian)时办(ban)(ban)结等制度(du)。优化前置服(fu)务(wu),加强政务(wu)服(fu)务(wu)事项申(shen)报辅导。对现场勘(kan)验(y🔯an)、技(ji)术审查、听证(zheng)(zheng)论证(zheng)(zheng)等程序(xu)实施清(qing)单化管理,建立限(xian)时办(ban)(ban)结机制并向(xiang)社会公布(bu)。

规范审批监管协同。按照“谁审(shen)批(pi)(pi)、谁监(jian)管(guan)(guan),谁主管(guan)(guan)、谁监(jian)管(guan)(guan)”原则,健全(quan)审(shen)管(guan)(guan)衔接机(ji)制,实现审(shen)批(pi)(pi)和(he)监(jian)管(guan)(guan)信息(xi)实时(shi)共享。实行(xing)(xing)(xing)(xing)相对(dui)集中行(xing)(xing)(xing)(xing)政(zheng)(zheng)(zheng)许可权(quan)改(gai)革的(de)地区,要(yao)明确政(zheng)(zheng)(zheng)务(wu)(wu)(wu)服务(wu)(wu)(wu)审(shen)批(pi)(pi)部门、行(xing)(xing)(xing)(xing)业主管(guan)(guan)部门的(de)监(jian)管(guan)(guan)职(zhi)责和(he)边界,加强协同🐻(tong)配合,政(zheng)(zheng)(zheng)务(wu)(wu)(wu)服务(wu)(wu)(wu)审(shen)批(pi)(pi)部门应将有关政(zheng)(zheng)(zheng)务(wu)(wu)(wu)服务(wu)(wu)(wu)事项办理信息(xi)和(he)结果同(tong)步推送(song)至行(xing)(xing)(xing)(xing)业主管(guan)(guan)部门,行(xing)(xing)(xing)(xing)业主管(guan)(guan)部门应将相关的(de)行(xing)(xing)(xing)(xing)政(zheng)(zheng)(zheng)检查、行(xing)(xing)(xing)(xing)政(zheng)(zheng)(zheng)处罚等监(jian)管(guan)(guan)信息(xi)与政(zheng)(zheng)(zheng)务(wu)(wu)(wu)服务(wu)(wu)(wu)审(shen)批(pi)(pi)部门同(tong)步共享。

规范中介服务。各(ge)地区各(ge)部门要(yao)进一步清(qing)理政务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)领(ling)域(yu)没有法律(lv)法规(gui)或国务(wu)(wu)(wu)院决定依据(ju)的(de)中(zhong)(zhong)(zhong)介(jie)(jie)服(fu)(fu)(fu)务(wu)(wu)(wu)事项,对(dui)确需保留的(de)强制(zhi)性中(zhong)(zhong)(zhong)介(jie)(jie)服(fu)(fu)(fu)务(wu)(wu)(wu)事项,实(shi)(shi)行(xing)清(qing)单管(guan)理并向(xiang)社会公布。各(ge)地区要(yao)加强对(dui)中(zhong)(zhong)(zhong)介(jie)(jie)服(fu)(fu)(fu)务(wu)(wu)(wu)的(de)规(gui)范管(guan)理,完善中(zhong)(zhong)(zhong)介(jie)(jie)服(fu)(fu)(fu)务(wu)(wu)(wu)网上交易平台,推动中(zhong)(zhong)(zhong)介(jie)(jie)服(fu)(fu)(fu)务(wu)(wu)(wu)机构公开服(fu)(fu)(fu)务(wꦦu)(wu)(wu)指南,明确服(fu)(fu)(fu)务(wu)(wu)(wu)条件、流程(cheng)、时限和收费标准(zhun)等(deng)(deng)要(yao)素。各(ge)有关部门不得强制(zhi)企业(ye)选择特定中(zhong)(zhong)(zhong)介(jie)(jie)服(fu)(fu)(fu)务(wu)(wu)(wu)机构。加强对(dui)中(zhong)(zhong)(zhong)介(jie)(jie)服(fu)(fu)(fu)务(wu)(wu)(wu)机构的(de)信用监管(guan),实(shi)(shi)行(xing)信用等(deng)(deng)级评价、资质动态(tai)管(guan)理,解决中(zhong)(zhong)(zhong)介(jie)(jie)服(fu)(fu)(fu)务(wu)(wu)(wu)环节(jie)多(duo)、耗(hao)时长、市场(chang)垄断、“红(hong)顶中(zhong)(zhong)(zhong)介(jie)(jie)”等(deng)(deng)问题(ti)。

(二)规范政务服务场所办事服务。

规范政务服务场所设立。统一各地区(qu)(qu)设立(li)的集(ji)中(zhong)(zhong)提供政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)的综合(he)性场所名称,县级以上为政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)中(zhong)(zhong)心,乡镇(街(jie)道)为便民(min)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)中(zhong)(zhong)心,村(社区(qu)(qu))为便民(min)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)站(zhan)。各地区(qu)(qu)要(yao)(yao)建(jian)立(li)政(zheng)(zh𝓀eng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)中(zhong)(zhon🐻g)心进(jin)驻事(shi)项(xiang)负面清单制度,除场地限制或涉及国家秘(mi)密(mi)等情形外(wai),原(yuan)则上政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)事(shi)项(xiang)均应纳(na)入政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)中(zhong)(zhong)心集(ji)中(zhong)(zhong)办理。地方部门单设的政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)窗口(kou)原(yuan)则上应整(zheng)合(he)并入本级政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)中(zhong)(zhong)心,确不具备整(zheng)合(he)条件的要(yao)(yao)纳(na)入本级政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)中(zhong)(zhong)心一体化管理,按照(zhao)统一要(yao)(yao)求提供规范化服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)。未(wei)设立(li)省级政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)中(zhong)(zhong)心的地区(qu)(qu),可探索依托省会城(cheng)市政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)中(zhong)(zhong)心共(gong)建(jian)运行模式(shi)。国务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)院部门可根据实际(ji)需要(yao)(yao)设立(li)政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)大厅,集(ji)中(zhong)(zhong)提供办事(shi)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)。

规范政务服务窗口设置。政(zheng)务(wu)服务(wu)中心要设(she)(she)置(zhi)综合(he)(he)(he)(he)咨询窗(chuang)(chuang)口(kou)(kou)(kou),统一提(ti)供咨询、引导等(deng)服务(wu)。设(she)(she)置(zhi)综合(he)(he)(he)(he)办(ban)(ban)(ban)事(shi)窗(chuang)(chuang)口(kou)(kou)(kou),逐步整合(he)(he)(he)(he)部门(men)单设(she)(she)的(de)办(ban)(ban)(ban)事(shi)窗(chuang)(chuang)口(kou)(kou)(kou),按照“前台(tai)综合(he)(he)(he)(he)受理、后(hou)台(tai)分类审批、综合(he)(he)(he)(he)窗(chuang)(chuang)口(kou)(kou)(kou)出(chu)件”模式,合(he)(he)(he)(he)理设(she)(she)置(zhi)无差别或分领域综合(he)(he)(he)(he)办(ban)(ban)(ban)事(shi)窗(chua✨ng)(chuang)口(kou)(kou)(kou),实现“一窗(chuang)(chuang)受理、综合(he)(he)(he)(he)服务(wu)”。设(she)(she)置(zhi)帮(bang)(bang)办(ban)(ban)(ban)代办(ban)(ban)(ban)窗(chuang)(chuang)口(kou)(kou)(kou),为老年(nian)人、残疾(ji)人等(deng)特殊群体(ti)提(ti)供帮(bang)(bang)办(ban)(ban)(ban)代办(ban)(ban)(ban)服务(wu)。设(she)(she)置(zhi)“跨省通办(ban)(ban)(ban)”、“省内通办(ban)(ban)(ban)”窗(chuang💝)(chuang)口(kou)(kou)(kou),为企业和(he)(he)群众提(ti)供异地办(ban)(ban)(ban)事(shi)服务(wu)。设(she)(she)置(zhi)“办(ban)(ban)(ban)不(bu)成事(shi)”反映窗(chuang)(chuang)口(kou)(kou)(kou),提(ti)供兜底服务(wu),解(jie)决企业和(he)(he)群众办(ban)(ban)(ban)事(shi)过(guo)程中遇到的(de)疑难事(shi)项和(he)(he)复杂问题(ti)。

规范政务服务窗口业务办理。进(jin)驻的政务(wu)(wu)服(fu)务(wu)(wu)事项必(bi)须在(zai)政务(wu)(wu)服(fu)务(wu)(wu)中心(xin)实质运行(xing),严(yan)禁“明进(jin)暗不进(jin)”。对适(shi)用(yong)“收件即受理(li)”方式的政务(wu)(wu)服(fu)务(wu)(wu)事项,有关部门要授(shou)(shou)权窗口(kou)工作人员接(jie)收申请材料📖(liao)并出具(ju)受理(li)凭证。建(jian)立部门业务(wu)(wu)综(zong)合授(shou)(shou)权的“首(shou)席事务(wu)(wu)代表”制度(du),推动更多政务(wu)(wu)服(fu)务(wu)(wu)事项当(dang)场办理(li)、简单事项即时办结。

(三)规范网上办事服务。

统筹网上办事入口。各地(di)区(qu)要依托全国一(yi)(yi)体(ti)化政(zhenౠg)(zheng)(zheng)务(wu)服(fu)务(wu)平台,统一(yi)(yi)提供政(zheng)(zheng)(zheng)务(wu)服(fu)务(wu),实现网(wang)上(shang)(shang)办事(shi)“一(yi)(yi)次(ci)注(zhu)册(ce)、多(duo)点(dian)互认、全网(wang)通(tong)(tong)行”。推进各级政(zheng)(zheng)(zheng)府网(wang)站、政(zheng)(zheng)(zheng)务(wu)服(fu)务(wu)平台适老(lao)化、无(wu)障碍改造。各地(di)区(qu)要整合本(ben)级部门的(de)各类政(zheng)(zheng)(zheng)务(wu)服(fu)务(wu)移动(dong)端应(ying)用,原则上(shang)(shang)通(tong)(tong)过本(ben)级统一(yi)(yi)的(de)政(zheng)(zheng)(zheng)务(wu)服💟(fu)务(wu)平台移动(dong)端(含小程序(xu)(xu)等)提供服(fu)务(wu),解(jie)决政(zheng)(zheng)(zheng)务(wu)移动(dong)应(ying)用程序(xu)(xu)(APP)数量(liang)多(duo)、重(zhong)复注(zhu)册(ce)等问题。

规范网上办事指引。进一步完善网(wang)上办(ban)(ban)(ban)事(shi)引导(dao)功能,优化页(ye)面设计、简化办(ban)(ban)(ban)事(shi)操作(zuo)、提高(gao)系(xi)统稳定性,规范在(zai)线咨(zi)询、引导(dao)服(fu)务,提供(gong)更(geng)加简明易(yi)懂实用的(de)办(ban)(ban)(ban)事(shi)指南和网(wang)上办(ban)(ban)(ban)事(shi)操作(zuo)说明,创新在(zai)线导(dao)办(ban)(ban)(ban)帮办(ban)(ban)(ban)、智(zhi)能客服(fu)等(deng)方式,辅助在(zai)线办(ban)(ban)(ban)理,解决网(wang)上办(ban)(ban)(ban)事(shi)看不懂、操作(zuo)不便、容易(yi)出错、系(xi)统卡(ka)顿等(deng)问题,实现(xian)“一看就能懂、一点就能办(ban)(ban)(b🦂an)”。

提升网上办事深度。深(shen)化政务(wu)服(fu)(fu)务(wu)“一(yi)网(wang)通(tong)办(ban)(ban)”,加大办(ban)(ban)事(shi)环节精简和(he)流(liu)(liu)程再造(zao)力(li)度(du),提升政务(wu)服(fu)(fu)务(wu)事(shi)项(xiang)网(wang)上(shang)办(ban)(ban)理(li)深(shen)度(du),提供申请受理(li)、审查决(jue)定、结果送达等全流(liu🍸)(liu)程、全环节网(wang)上(shang)服(fu)(fu)务(wu),推动更多适合网(wang)上(shang)办(ban)(ban)理(li)的政务(wu🎐)服(fu)(fu)务(wu)事(shi)项(xiang)由网(wang)上(shang)可办(ban)(ban)向全程网(wang)办(ban)(ban)、好办(ban)(ban)易办(ban)(ban)转变。

(四)规范政务服务线上线下融合发展。

规范政务服务办理方式。线(xian)(xian)(xian)上(shang)线(xian)(xian)(xian)下(xia)并行(xing)提(ti)(ti)(ti)供服务,满足(zu)企业和(he)群众的多样化(hua)办(ban)事(shi)需(xu)求(qiu)。对已实现线(xian)(xian)(xian)上(shang)办(ban)理(li)的政务服务事(shi)项,原则上(shang)要(yao)同步(bu)提(ti)(ti)(ti)供线(xian)(xian)(xian)下(xia)窗口办(ban)事(shi)服务,由企业和(he)群众自主选择办(ban)理(li)渠(qu)道。申请人在(zai)线(xian)(xian)(xian)下(xia)办(ban)理(li)业务时,不得强制要(yao)求(qiu)其先到(dao)线(xian)(xian)(xian)上(shang)预约或在(zai)线(xian)(xian)(xian)提(ti)(ti)(ti)交(jiao)申请材(cai)料。已在(🍷zai)线(xian)(xian)(xian)收取(qu)申请材(cai)料或通过(guo)部门(men)间(jian)共享能获取(qu)规范化(hua)电子材(cai)料的,不得要(yao)求(qiu)申请人重复提(ti)(ti)(ti)交(jiao)纸质(zhi)材(cai)料。

合理配置政务服务资源。各(ge)地(di)区(qu)要根据本地(di)区(qu)政(zheng)(zheng)(zheng)务(wu)服(fu)(fu)(fu)(fu)务(wu)发(fa)展水平、保(bao)障(zhang)能力等实际情况,合理配(pei)置线(xian)(xian)(xian)(xian)(xian)上(shang)线(xian)(xian)(xian)(xian)(xian)下政(zheng)(zheng)(zheng)务(wu)服(fu)(fu)(fu)(fu)务(wu)资源(yuan),协同(tong)(tong)(tong)推(tui)进政(zheng)(zheng)(zheng)务(wu)服(fu)(fu)(fu)(fu)务(wu)中心(便民服(fu)(fu)(fu)(fu)务(wu)中心〔站(zhan)〕)与政(zheng)(zheng)(zheng)务(wu)服(fu)(fu)(fu)(fu)务(wu)平台建(jian)设(she),在推(tui)动更(geng)多政(zheng)(zheng)(zheng)务(wu)服(fu)(fu)(fu)(fu)务(wu)事(shi)项(xiang)线(xian)(xian)(xian)(xian)(xian)上(shang)办理的同(tong)(tong)(tong)时(shi),同(tong)(tong)(tong)步提(ti)升线(xian)(xian)(xian)(xian)(xian)下服(fu)(fu)(fu)(fu)务(wu)能力。推(tui)进政(zheng)(zheng)(zhen💫g)务(wu)服(fu)(fu)(fu)(fu)务(wu)事(shi)项(xiang)、办事(shi)指南等在线(xian)(xian)(xian)(xian)(xian)上(shang)线(xian)(xian)(xian)(xian)(xian)下服(fu)(fu)(fu)(fu)务(wu)渠(qu)道同(tong)(tong)(tong)源(yuan)发(fa)布、同(tong)(tong)(tong)步更(geng)新,做到线(xian)(xian)(xian)(xian)(xian)上(shang)线(xian)(xian)(xian)(xian)(xian)下无差别受(shou)理、同(tong)(tong)(tong)🐷标准办理。

(五)规范开展政务服务评估评价。落实政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)“好差评(ping)(ping)(ping)(ping)”制(zhi)度(du),在各(ge)级政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)机构(gou)、政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)平(ping)台(tai)(tai)、政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)便(bian)民热线全(quan)面开(kai)展“好差评(ping)(ping)(ping)(ping)”工作,建立健(jian)全(quan)全(quan)国(guo)(guo)一体化政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)平(ping)台(tai)(tai)“好差评(ping)(ping)(ping)(ping)”管理体系,确(que)保评(ping)(ping)(ping)(ping)价(jia)数据客(ke)观、真实,形成(cheng)评(ping)(ping)(ping)(ping)价(jia)、整改、反(fan)馈、监(jian)督全(quan)流程衔接的政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)评(ping)(ping)(ping)(ping)价(jia)机制(zhi)。坚(jian)持评(ping)(ping)(ping)(ping)价(jia)人(ren)自愿(yuan)自主评(ping)(ping)(ping)(ping)价(jia)原则,不得强(qiang)迫或者(zhe)干扰评(ping)(ping)(ping)(ping)价(jia)人(ren)的评(ping)(ping)(ping)(ping)价(jia)行为。国(guo)(guo)务(wu)(wu)(wu)(wu)(wu)(wu)院(yuan)办(ban)公厅(ting)负(fu)责统筹国(guo)(guo)家层面开(kai)展的政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(𒀰wu)(wu)(wu)(wu)(wu)相关(guan)评(ping)(ping)(ping)(ping)估评(ping)(ping)(ping)(ping)价(jia)工作,优化评(ping)(ping)(ping)(ping)价(jia)方(fang)式方(fang)法(fa),科学引(yin)导政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)优化提升。各(ge)地(di)(di)区(qu)要建立健(jian)全(quan)政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)督查考核机制(zhi),将(jiang)政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)工作纳入本地(di)(di)区(qu)政(zheng)(zheng)(zheng)府(fu)年度(du)绩效考核范围(wei)。规范政(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)社会第三方(fang)评(ping)(ping)(ping)(ping)估,更好发挥社会监(jian)督作用(yong),及(ji)时回应社会关(guan)切。

四、推进政务服务便利化

(一)推进政务服务事项集成化办理。从便利企业和群众办(ban)(ban)事角度出发,围绕企业从设立到注销(xiao)、个人从出生到身后(hou)的全生命周(zhou)期,推动关联(lian)性强、办(ban)(ban)事需(xu)求量大、企业和群众获得感强的多个跨(kua)(kua)部(bu)门、跨(kua)(kua)层级政务(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)事项集成化(hua)办(ban)(ban)理,提(ti)供主题(ti)式(shi)、套餐式(shi)服(fu)(fu)务(wu)(wu)(wu)。按照“一次告(gao)知、一表(biao)申请(qing)(qing)、一套材(cai)料(liao)(liao)、一窗(端(duan))受理、一网办(ban)(ban)理”的要求,优化(hua)业务(wu)(wu)(wu)流程(cheng),通过系统(tong)对(dui)接整(zheng)合(he)和数据共享,减少(shao)办(ban)(ban)事环节、精简(jian)申请(qing)(qi♔ng)材(cai)料(liao)(liao)、压(ya)缩办(ban)(ban)理时限。

(二)推广“免证办”服务。在保护个人(ren)隐(yin)私、商(shang)业秘密和(he)(he)确保数据安(an)全的(de)前提(ti)下,通(tong)过流程优化、机制(zhi)创新和(he)(he)技术保障,推(tui)进电子证(zheng)(zheng)照(zhao)(zhao)在政务服务领(ling)域应用和(he)(he)全国互(hu)通(tong)互(hu)认。全面开展证(zheng)(zheng)照(zhao)(zhao)梳理,通(tong)过直接取消证(zheng)(zheng)照(zhao)(zhao)材料或数据共享(xiang)、在线核验等方式,推(tui)动实现政府(fu)部门核发的(de)材料一律免(mian)于提(ti)交(jiao),能(neng)够提(ti)供电子证(zheng)(zheng)照(zhao)(zhao)的(de)一律免(mian)于提(ti🥃)交(jiao)实体证(zheng)(zheng)照(zhao)(zhao)。

(三)推动更多政务服务事项“就近办”。推动(dong)(dong)公(gong)共(gong)教育、劳(lao)动(dong)(dong)就业(ye)、社(she)会保险(xian)、医(yi)疗(liao)卫生、养(yang)老服(fu)(fu)务(wu)、社(she)会服(fu)(fu)务(wu)、户籍管理等领域群众(zhong)经常办(ban)理且(qie)基层能有(you)效承接的(de)政务(wu)服(fu)(fu)务(wu)事(shi)项以委(wei)托受理、授权办(ban)理、帮办(ban)代办(ban)等方式下沉至便民(ꦉmin)服(fu)(fu)务(wu)中心(站)办(ban)理。推广24小时自助(zhu)服(fu)(fu)务(wu),推动(dong)(dong)集成式自助(zhu)终端向村(cun)(社(she)区)、园区、商场(chang)、楼(lou)宇和(he)银行(xing)、邮政、电信网点等场(chang)所延伸,鼓励各地区整合公(gong)安(an)、税务(wu)、社(she)会保障(zhang)、医(yi)疗(liao)保障(zhang)等自助(zhu)服(fu)(fu)务(wu)功能,推动(dong)(dong)更多事(shi)项全程(cheng)自助(zhu)办(ban)理,实(shi)现政务(wu)服(fu)(fu)务(wu)“就近办(ban)、家门口办(ban)”。

(四)推动更多政务服务事项“网上办、掌上办”。按照(zhao)“应上(shang)(shang)尽上(shang)(shang)”原则,除涉及国家秘(mi)密等情形外(wai),推动各(ge)地区(qu)各(ge)部门政务(wu)(wu)服务(wu)(wu)事项(xiang)全(quan)部纳入全(quan)国一(yi)体化政务(wu)(wu)服务(wu)(wu)平(ping)(ping)(ping)台(tai)管理(li)和运行,加快实现(xian)“一(yi)网(wang)通办”。加快全(quan)国一(yi)体化政务(wu)(wu)服务(wu)(wu)平(ping)(ping)(ping)台(tai)移(yi)(yi)动端建(jian)设(she),推动企(qi)业(ye)和群众(zhong)经(jing)常(chang)办理(li)的(de)政务(wu)(wu)服务(wu)(wu)事项(xiang)“掌上(shang)(shang)办、指尖办”,推进身份证电(dian)(dian)子(zi)(zi)证照(zhao)、电(dian)(dian)子(zi)(zi)社保卡(ka)、电(dian)(dian)子(zi)(zi)驾驶(shi)证、电(dian)🐭(dian)子(zi)(zi)行驶(shi)证、电(dian)(dian)子(zi)(zi)营业(ye)执照(zhao)等高(gao)频电(dian)(dian)子(zi)(zi)证照(zhao)在(zai)政务(wu)(wu)服务(wu)(wu)平(ping)🌳(ping)(ping)台(tai)移(yi)(yi)动端汇聚,并在(zai)日常(chang)生(sheng)产生(sheng)活各(ge)领域中应用(yong)(yong)。在(zai)确(que)保安全(quan)可(ke)控的(de)前提下,发挥第三方(fang)平(ping)(ping)(ping)台(tai)渠道优势,拓展政务(wu)(wu)服务(wu)(wu)移(yi)(yi)动应用(yong)(yong)。

(五)执行免责问题制和容缺业务办理保障的模式。除随时涵盖一个国内网络可靠、一个国内秘诀、公共性应急可靠、经融业审慎系统化机构、生太坏境保护好,随时相互关系人身妨碍健康生活、性命资物应急可靠,或是极为重要对外等问题太大、纠正费用较高、妨碍易于挽救的政务信息平台项目保障情况说明外,各区域区都各自有关岗位要依据非常大局限利企便利规定要求整合可展开免责问题制措施的政务信息平台项目保障情况说明,确切问题的实际的的内容、规定要求或是违法行为问题应承担的规律责任状,量化做事问题措施和问题情况说明系统化机构管理办法,并向社会存在展示了。各区域区都各自有关岗位要进一步优化容缺业务办理保障规则,应当依规编制数并展示了可容缺业务办理的政务信息平台项目保障情况说明明细清单表,确切情况说明品牌、关键申报原原材料和可容缺业务办理的原原材料。

(六)提升智慧化精准化个性化服务水平。依托全国一(yi)体化(h😼ua)政务(wu)服(fu)务(wu)平(ping)台,建设企(qi)业和(he)个人(ren)(ren)专(zhuan)属服(fu)务(wu)空间(jian),完(wan)善“一(yi)企(qi)一(yi)档”、“一(yi)人(ren)(ren)一(yi)档”,规范和(he)拓展(zhan)二维码、数字名片等场(chang)景应用,实现个性(xing)化(hua)精准服(fu)务(wu)。充(chong)分运用大(da)数据、人(ren)(ren)工(gong)智(zhi)能、物联(lian)网等新(xin)技术,推出(chu)“💮免(mian)申(shen)即享”、政务(wu)服(fu)务(wu)地图、“一(yi)码办事(shi)”、智(zhi)能审批(pi)等创新(xin)应用模式(shi)。

(七)提供更多便利服务。各类🀅(lei)(lei)政务(wu)(wu)(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)(wu)(wu)场所要加强(qiang)无障碍环境建设和(he)改造(zao),为老年人、残疾人等特殊群(qun)体提供便利服(fu)务(wu)(wu)(wu)(wu)(wu)。推进水电气热、电信、公证、法(fa)(fa)律(lv)援助等与企(qi)业和(he)ꦍ群(qun)众生(sheng)产生(sheng)活密切相关的服(fu)务(wu)(wu)(wu)(wu)(wu)进驻政务(wu)(wu)(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)(wu)(wu)中(zhong)心(xin)(xin)和(he)政务(wu)(wu)(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)(wu)(wu)平台。政务(wu)(wu)(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)(wu)(wu)中(zhong)心(xin)(xin)(便民(min)服(fu)务(wu)(wu)(wu)(wu)(wu)中(zhong)心(xin)(xin)〔站〕)要依法(fa)(fa)加强(qiang)与各类(lei)(lei)寄(ji)递企(qi)业的合作,降低企(qi)业和(he)群(qun)众办事成本。鼓(gu)励(li)各地(di)区政务(wu)(wu)(wu)(wu)(wu)服(fu)务(wu)(wu)(wu)(wu)(wu)中(zhong)心(xin)(xin)开展延时(shi)错时(shi)服(fu)务(wu)(wu)(wu)(wu)(wu)。

五、全面提升全国一体化政务服务平台服务能力

(一)加强平台建设统筹。充(chong)分发挥(hui)全(quan)国(guo)一(yi)体化在线政(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)平(ping)(ping)台(tai)建设和(he)管理协调小组(zu)作(zuo)用,统(tong)筹全(quan)国(guo)一(yi)体化政(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)平(ping)(ping)台(tai)建设和(he)管理,加快地方、部门政(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)业(ye)务(wu)(wu)(wu)系统(tong)与(yu)国(guo)家(jia)政(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)平(ping)(ping)台(tai)全(quan)面对接(jie)融(rong)合(he)。各级(ji)部门能依托全(quan)国(guo)一(yi)体化政(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)平(ping)(ping)台(tai)支(zhi)撑政(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)业(ye)务(wu)(wu)(wu)办理的,不ܫ再(zai)单(dan)(dan)独建设相关业(ye)务(wu)(wu)(wu)系统(tong),确(que)需单(dan)(dan)独建设业(ye)务(wu)(wu)(wu)系统(tong)的,要把与(yu)全(quan)国(guo)一(yi)体化政(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)平(ping)(ping)台(tai)对接(jie)融(rong)合(he)和(he)数据共(gong)享(xiang)作(zuo)为(wei)项(xiang)目立项(xiang)及验收(shou)条件(jian)。各地区政(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)平(ping)(ping)台(tai)应由省级(ji)统(tong)筹建设,原(yuan)则上不再(zai)单(dan)(dan)独建设地市级(ji)以(yi)下政(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)平(ping)(ping)台(tai)。

(二)强化平台公共支撑。充分发挥国家政(zheng)务(wu)服(fu)务(wu)平台公共入口、公共通(tong)(tong)道、公共支撑的总枢纽作用(yong)(yong),建立完善政(zheng)务(wu)服(fu)务(wu)统一(yi)身份认(ren)(ren)证系统,规范各地(di)区各部门电(dian)(🔜dian)子(zi)印(yin)(yin)章(zhang)制发核验和(he)用(yong)(yong)印(yin)(yin),加快电(dian)(dian)子(zi)证照(zhao)归集共享应用(yong)(yong),建立电(dian)(dian)子(zi)证照(zhao)签发以及(ji)跨地(di)区跨层级互通(tong)(tong)互认(ren)(ren)、异议处理(li)、反馈纠(jiu)错规则机(ji)制。推行(xing)政(zheng)务(wuꦏ)服(fu)务(wu)电(dian)(dian)子(zi)文件(jian)单套归档和(he)电(dian)(dian)子(zi)档案单套管理(li)。

(三)提升数据共享能力。以全国(guo)一(yi)体化(hua)政务(wu)服务(wu)平台为数(shu)据(ju)共享总枢纽,在确保数(shu)据(ju)安全的(de)基础上,充分(fen)发挥政务(wu)数(shu)据(ju)共享协调机(ji)制(zhi)作(zuo)用,建立政务(wu)数(shu)据(ju)共享供需(xu)对接机(ji)制(zhi),推进(jin)国(guo)务(wu)院(yuan)部门(men)垂(chui)直管(guan🅠)理业务(wu)信息(xi)系统与地方(fang)政务(wu)服务(wu)平台深度(du)对接和(he)数(shu)据(ju)双向共享,强化(hua)部门(men)之间(jian)、部门(men)与地方(fang)之间(jian)、地方(fang)之间(jian)政务(wu)数(shu)据(ju)共享,提高数(shu)据(ju)质(zhi)量和(he)可用性、时(shi)效性,满足不(bu)动(dong)产登(deng)记(ji)、社会保障、户籍管(𒉰guan)理、市场主(zhu)体准(zhun)入准(zhun)营等(deng)重点领域(yu)以及人口、法人、地名、教育、婚姻、生育、住房(fang)、信用等(deng)普遍性数(shu)据(ju)需(xu)求。

六、保障措施

(一)加强组织领导。各(ge)(ge)(ge)地(di)区各(ge)(ge)(ge)部(bu)门要(yao)充分(fen)认(ren)识推(tui)进政(zheng)(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)标准化(hua)(hua)、规(gui)范化(hua)(hua)、便(bian)利化(hua)(hua)工(gong)(gong)作的(de)重要(yao)意义,切(qie)实加强组织(zhi)(zhi)领(ling)导(dao),层(ceng)层(ceng)压实责(ze)(ze)任(ren),强化(hua)(hua)经费、人员(yuan)、场地(di)、信息化(hua)(hua)保(bao)障。明确(que)国(guo)家、省、市、县(xian)、乡五级(ji)政(zheng)(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)责(ze)(ze)任(ren)体系。国(guo)务(wu)(wu)(wu)(wu)院办(ban)公(gong)厅负(fu)责(ze)(ze)全(quan)国(guo)政(zheng)(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)工(gong)(gong)作的(de)顶层(ceng)设计、统筹推(tui)进、监(jian)督检(jian)查,组织(zhi)(zhi)建立健全(quan)政(zheng)(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)责(ze)(ze)任(ren)和(he)标准体系,完善政(zheng)(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)数据共(gong)享协(xie)调(diao)(diao)机(ji)制(zhi),指(zhi)导(dao)、协(xie)调(diao)(diao)和(he)督促各(ge)(ge)(ge)地(di)区各(ge)(ge)(ge)部(bu)门提(ti)供优质、规(gui)范、高效的(de)政(zheng)(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu),组织(zhi)(zhi)推(tui)进全(quan)国(guo)一体化(hua)(hua)政(zheng)(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)꧂(wu)(wu)平(ping)台建设。国(guo)务(wu)(wu)(wu)(wu)院各(ge)(ge)(ge)部(bu)门负(fu)责(ze)(ze)指(zhi)导(dao)、协(xie)调(diao)(diao)和(he)督促主管行业领(ling)域的(de)政(zheng)(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)工(gong)(gong)作。县(xian)级(ji)以上地(di)方人民政(zheng)(zheng)(zheng)(zheng)(zheng)府对本(ben)(ben)地(di)区政(zheng)(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)工(gong)(gong)作负(fu)主要(yao)责(ze)(ze)任(ren),政(zheng)(zheng)(zheng)(zheng)(zheng)府办(ban)公(gong)厅(室)要(yao)ཧ充分(fen)发挥统筹协(xie)调(diao)(diao)作用,细化(hua)(hua)任(ren)务(wu)(wu)(wu)(wu)分(fen)工(gong)(gong),推(tui)动解决(jue)有关重点难点问题,确(que)保(bao)改革(ge)任(ren)务(wu)(wu)(wu)(wu)尽快落地(di)见效。乡镇人民政(zheng)(zheng)(zheng)(zheng)(zheng)府和(he)街道办(ban)事处负(fu)责(ze)(ze)本(ben)(ben)辖(xia)区政(zheng)(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)具体工(gong)(gong)作,接受上级(ji)政(zheng)(zheng)(zheng)(zheng)(zheng)务(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)管理机(ji)构(gou)指(zhi)导(dao)和(he)监(jian)督。

(二)加强地方政务服务体系建设。县(xian)级以上地(di)方人民(min)(min)政(zheng)(zheng)府要建立(li)健全政(zheng)(zheng)务(wu)服(fu)(fu)(fu)务(wu)体(ti)系,加强(qiang)政(zheng)(zheng)务(wu)服(fu)(fu)(fu)务(wu)中(zhong)心、便民(min)(min)服(fu)(fu)(fu)务(wu)中(z▨hong)心(站)、政(zheng)(zheng)务(wu)服(fu)(fu)(fu)务(wu)平(ping)台和政(zheng)(zheng)务(wu)服(fu)(fu)(fu)务(wu)便民(min)(min)热线建设(she)运(yun)行管理(li)(li),组(zu)织推进政(zheng)(zheng)务(wu)服(fu)(fu)(fu)务(wu)事项梳理(li)(li)、政(zheng)(zheng)务(wu)数据共享、标准实施、人员(yuan)管理(li)(li)培训、日(ri)常考核(he)、指导监督等(deng)工作(zuo),统(tong)筹做好便民(min)(min)服(fu)(fu)(fu)务(wu)中(zhong)心(站)人员(yuan)和经费(fei)保障工作(zuo)。

(三)加强人员队伍建设。政(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)中心(xin)综合窗口工(gong)作(zuo)人员(yuan)(yuan)(yuan)由政(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)管理(li)机构(gou)(gou)统一(yi)配(pei)备(bei),支(zhi)持(chi)有条件的地区推进便民(min)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)中心(xin)(站)窗口工(gong)作(zuo)人员(yuan)(yuan)(yuan)由政(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)管理(li)机构(gou)(gou)统一(yi)配(pei)备(bei)。政(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)管理(li)机构(gou)(gou)负责(ze)部门派驻人员(yuan)(yuan)(yuan)的日(ri)常(chang)管理(li)、服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)规范,并对其年度(du)考核等次提(ti)出建议(yi)。通过(guo)政(zheng)府购(gou)(gou)买(mai)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)提(ti)供办(ban)事(shi)窗口服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)的地区,要健全完善和督促(cu)落实相(xiang)关(guan)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)标准,合理(li)确定(ding)政(zheng)府购(gou)(gou)买(mai)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)价格,支(zhi)持(chi)有条件的地区按照行(xing)政(zheng)办(ban)事(shi)员(yuan)(yuan)(yuan)(政(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)综合窗口办(ban)事(shi)员(yuan)(yuan)(yuan))国家职业(ye)(ye)技能标准开展(zhan)等级认(ren)定(ding)、定(ding)岗晋(jin)级等工(gong)作(zuo),增强人员(yuan)(yuan)(yuan)队伍(wu)的稳定(ding)性。健全培训管理(li)制度(du),不断(duan)提(ti)升工(gong)作(zuo)人员(yuan)(yuan)(yuan)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)意识、业(ye)(ye)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)能力和办(ban)事(shi)效率。加强全国一(yi)体化(hua)政(zheng)务(wu𝓀)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)平台运营管理(li)队伍(wu)建设,强化(hua)各级政(zheng)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)(wu)管理(li)机构(gou)(gou)相(xiang)关(guan)人员(yuan)(yuan)(yuan)力量配(pei)备(bei)。

(四)加强法治保障。聚焦政(zheng)(zheng)务服务优化面临(lin)的(de)政(zheng)🍨(zheng)策(ce)制度障(zhang)碍,及时清理(li)和修改完善与推进政(zheng)(zheng)务服务标准(zhun)化、规(gui)范(fan)化、便(bian)利化不(bu)相(xiang)适应的(de)行政(zheng)(zheng)法规(gui)、规(gui)章和行政(zheng)(zheng)规(gui)范(fan)性(xing)文件。推动将行之有效并可(ke)长期坚持的(de)做(zuo)法以立(li)法形式予以固化,发挥(hui)法治(zhi)引领和保障(zhang)作用。

(五)加强安全保障。强(qiang)化各级政务(wu)服(fu)๊务(wu)平(ping)台(tai)(tai)(tai)安全(quan)(quan)(quan)(quan)保(bao)障系统建设(she)(she),落(luo)实安全(quan)(quan)(quan)(quan)管(guan)理主体责任(ren),分级做好政务(wu)服(fu)务(wu)平(ping)台(tai)(tai)(tai)建设(she)(she)运营和(he)(he)网络数据安全(quan)(quan)(quan)(quan)保(bao)障工作,构建全(quan)(quan)(quan)(quan)方位(wei)、多层次、一致性的安全(quan)(quan)(quan)(quan)防(fang)(fang)护体系,不断提升(sheng)全(quan)(quan)(quan)(quan)国一体化政务(wu)服(fu)务(wu)平(ping)台(tai)(tai)(tai)风险(xian)防(fang)(fang)控🦩(kong)能力。加(jia)强(qiang)政务(wu)数据全(quan)(quan)(quan)(quan)生命周期安全(quan)(quan)(quan)(quan)防(fang)(fang)护,强(qiang)化政务(wu)服(fu)务(wu)和(he)(he)数据共享利(li)用中的个人隐私、商(shang)业(ye)秘(mi)密保(bao)护,确(que)保(bao)政务(wu)网络和(he)(he)数据安全(quan)(quan)(quan)(quan)。

(六)加强宣传推广。各地区各部门要加强政(zheng)(zheng)(zheng)策宣传,通过政(zheng)(zheng)(zheng)府网站、政(zheng)(zheng)(zheng)务(wu)新媒体(ti)、政(zheng)(zheng)(zheng)务(wu)服(fu)务(wu)平台等(deng)向社(she)会及时提供通俗易懂的政(zheng)(zheng)(zheng)策解读(du),对(dui)(dui)关(guan)联性较(jiao)强的政(zheng)(zheng)(zheng)策要一并解读(du)。加强对(dui)(dui)推进政(zheng)(zheng)(zheng)务(wu)服(fu)务(wu)标准化(hua🐬)(hua)、规(gui)范化(hua)(hua)、便利化(hua)(hua)进展成效和(he)(he)经验做法的总结和(he)(he)复制(zhi)推广(guang)。
